Re: World Economic Forum

Beginning early Wednesday morning, January 30, the New York City
Police Department will enforce street closings and take other
initiatives designed to protect New York City against potentially violent
disruptions by opponents to the World Economic Forum (WEF), which
opens at the Waldorf Astoria the same day.

The NYPD is imposing traffic restrictions from Wednesday, January 30
through Sunday, February 3, 2002 as follows:

-- First Avenue: Closed to vehicles from East 42nd Street to East 47th
Street. However, automobiles will be permitted to use the First
Avenue Tunnel through this area. Trucks will be prohibited.

--Lexington Avenue: Closed to vehicles, except for residents and local
deliveries, from East 57th Street to East 52nd Street and again from
East 51st Street to East 47th Street.

--Lexington Avenue between East 52nd Street and East 51st Street will
be closed to all vehicles except for those specifically authorized to be
there in connection with the WEF. Regular traffic may re-enter
Lexington Avenue south of East 47th Street.

-- Madison and Park Avenues: Regular traffic passing in the vicinity of
the Waldorf Astoria, Palace, and Inter-Continental hotels will be
restricted to the left lanes.

-- East 51st Street: Closed to vehicles from Park to Madison Avenues,
with no parking permitted.

-- East 50th Street: Closed to vehicles from Third to Fifth Avenues, with
no parking permitted.

--East 49th Street: Closed to vehicles from Third to Madison Avenues,
with no parking permitted.

--East 49th and East 50th Streets additionally: No parking from First
to Fifth Avenues.

--East 42nd Street: Closed to vehicles eastbound only between
Second and First Avenues.

Additionally, on Saturday, February 2, vehicle access and parking will
be severely restricted n the vicinity of the New York Stock Exchange.

It is strongly suggested that you use public transportation during the
WEF period. The City’s subway system will be operating throughout
the period. If for any reason a dangerous demonstration erupts in the
vicinity of a subway station, plans are in place to have subway
operators bypass that station and deliver passengers safely to the
next stop.

During protests in other cities, protesters posed as regular diners in
the restaurants near summit venues to cause disruptions there.
There will be ample uniformed police officers posted in the vicinity and
plainclothes officers elsewhere to respond appropriately.

While demonstrators will be permitted to assemble peacefully to voice
their opinions, the Police Department is taking strong measures to
make certain that New Yorkers and visitors can go about their
business safely.
