All Blackboard courses are created as "unavailable" to allow faculty time 
to prepare their course content before student have access to the course.

Faculty can make their courses available by following:
CONTROL PANEL > COURSE OPTIONS > SETTINGS > COURSE AVAILABILITY.
Until this is set for yes, students cannot access their course materials.
