SUBJECT:  Guidance on Time and Leave Policy for
   Thursday, August 14 and Friday, August 15


The following guidance from Vice Chancellor Brenda Malone, Office of
Faculty and Staff Relations, will clarify time and leave practices
applicable to Thursday, August 14, 2003 and Friday, August 15, 2003 as a
result of the massive blackout that hit the New York City area.

Because of the unusual circumstances surrounding this particular emergency,
the following will apply:

· All full-time instructional and classified employees who were not
on approved leave (annual leave, sick leave, leave of absence without pay,
etc.) will be paid as if they had fulfilled their work schedule for both
Thursday, August 14 (for time after 4:10 P.M.) and Friday, August 15.
Similarly, teaching adjuncts, non-teaching adjuncts, college assistants,
and other hourly instructional and classified staff members, other than
those who had been on previously scheduled leave, who were scheduled to
work on August 14 and/or August 15 will be paid as if they had fulfilled
their work schedules for both days.

· Individuals designated as essential employees are always required
to report to work in the event of an emergency.  Accordingly, employees
designated as essential were required to report to work on their regular
scheduled shifts on Thursday evening, August 14 and/or Friday, August 15.
In the event of extraordinary and compelling circumstances, beyond the
hardships experienced by all during this emergency, the College will permit
essential employees the use of their annual leave or compensatory time to
cover their absence(s) during this emergency. Please submit a detailed memo
to Human Resources (Box D0201) documenting the circumstances.

The provisions noted above are not intended to set a precedent, but are
intended to address the unique circumstance of the August 14-15 blackout
only.

The College is aware of the extraordinary service many of you gave during
the blackout and is grateful for the level of concern and care that was
given.  Many of you had to travel great distances and live in areas where
transportation was not available and yet were able to come to work.  We
thank everyone for the efforts they made despite the difficulties they
encountered as a result of the blackout.  Please call the Office of Human
Resources at 212-802-2740 if you have questions that are not covered in
this memo.
