The College news office will tomorrow be releasing to the press the following
statement about Robert Specter, whom President Regan is recommending to the
CUNY Board as the College’s next VP of Administration and Finance. We’ll also be
placing the story on the College website.  It is provided here for your immediate
information.

For anyone who wishes to be in touch with Vice President Specter, please call
Gwendolyn Ferguson-Pugh at 212-802-2698. Ms. Ferguson-Pugh  will be

Oregon State’s Robert Specter Named as Baruch College/CUNY’s New VP of
Administration and Finance

Ned Regan, President of Baruch College, has announced his intention to
recommend to the Board of Trustees of the City University of New York the
appointment of Robert Specter as the college’s Vice President of Administration and
Finance.  Mr. Specter, who has served in similar capacities at Montana State and
Oregon State universities, will assume the post on April 1.

“Robert brings a wealth of experience in enhancing educational programs by linking
learning priorities to budget realities,” said Mr. Regan  “At a time when public
universities in New York face new budgetary constraints, Robert’s ability to
maximize resources will help Baruch further strengthen its educational mission.”

According to U.S. News and World Report, Baruch College has the most diverse
student body in the country and is among the most selective public institutions in the
state.  The College’s Zicklin School of Business, the largest in the country, has set a
goal of becoming one of the top 25 business schools in the country by 2010.

Along with the President and the academic leaders, the Vice President of
Administration and Finance at Baruch plays a critical role in strategic planning to
increase the quality of the College’s educational enterprise, while maintaining its
historic role of offering first- and second-generation students the knowledge and
skills they need to enter the economic mainstream.

Mr. Specter, who received his MBA in Finance from Arizona State University in 1987,
began his career in education as senior financial analyst for the Arizona Board of
Regents.  He served as assistant budget director of Northern Arizona University and
director of business and finance for the Iowa Board of Regents before being named
vice president and chief financial officer of Montana State University.

In 1998, he was appointed vice president and chief financial officer of Oregon State
University.  During his tenure, he instituted a budget model that matched resources
to enrollment growth, planned for the university’s first upper-division branch campus,
and directed construction of a $40-million library and a $27-million research
laboratory.  Mr. Specter currently serves as assistant to the interim president of
Oregon State University.

Mr. Specter, who collects mineral specimens, earned his bachelor’s degree in
geoscience from the University of Rochester and a master’s degree in geology from
the New Mexico Institute of Mining and Technology.
